Ofqual consultations

Last week saw the launch of two very important consultations from Ofqual. One is focused around withdrawing the regulatory arrangements for the Qualifications and Credit Framework (QCF) and the other is looking at Guided Learning Hours (GLH).

Ofqual has concerns about the QCF in terms of its ‘unitised’ style of learning and the worry that it is not supporting unit and credit transfer or synoptic assessment.

It’s been suggested that Awarding Organisations should create ‘validity strategies’ for each of their qualifications, and set out assessment strategies for all of their provision. Qualification regulation is set to be based on the General Conditions, removing the use of the unit databank and keeping qualification levels.

The other consultation proposes that we remove GLH as a measure of qualification size and instead introduce a new measure of Total Qualification Time (TQT) which comprises of Guided Learning, Directed Study Hours and Dedicated Assessment.

Both of these consultations will have a significant impact on the sector and NCFE will be looking to respond. What do you think of the proposals?
